I would guess PSU too... but if your fans are spinning than it means that the PSU is working... (though it does not hurt to test anyway).
My guess would be your motherboard. This is because you don't get a BIOs screen which is your basic input/output system ... which you need... before getting a new motherboard you can do something super basic which may fix the problem. The motherboard has a small battery in it... some times they go dead (not for a few years normally) ... find that battery and replace it (normally around $5). This battery controls simple things on your computer like the internal time and your system password but some times can control much more ... this is a $5 fix, so i would try this one first.
If that does not work I would guess that your mobo is fried some how ... (maybe getting some water in it some how) ... if you leave your laptop out in the cold and bring it in and turn it on it can produce moisture which could fry a mobo ...

I had this exact same thing happen to me, and it was a mobo problem.

I had a burned chip on my mobo, so the entire thing was destroyed. Open the case, and carefully inspect around the circuits and chips of the mobo. Just look for some black scum or suit or something burned.
Mine was around a PCI slot when I looked.

The battery won't kill it, all the battery does is save the bios settings, without a battery it will just boot with factory defaults... which brings me to the next idea:
If you think it is your video card then unplug the computer completely, take the video card & battery out and press the power button (to drain any remaining power in the psu) let it sit for like 5 minutes and put the battery back in, plug the monitor to onboard video. My computers have always saved if I had a video card installed, and if I removed it then it would not fall back to onboard video unless I reset the bios. After doing this then you will know if your card is at fault or not.
Other than that, everyone else has said the other things I would try.

what if he does not have an onboard video card? most mobo's these days dont have one... worth a shot ... either video card or motherboard, it would be best if it was the mobo cause you already have a new one!
And man ... i would not worry too much about the "set up" ... i would just install the mobo and see what it does normally you dont need to set much up (it does make it easier though to have the drivers set up before hand).

Then upgrade yourself to Windows 7, and get off of Windows XP's cock.
I'm sticking with my same idea. Your motherboard is toast. I know it because it literally did the exact same thing to be 2 months ago, with the same symptoms. If it was your gfx card, your keyboard would still get it's power and turn on, but since it doesn't, the motherboard is ruined.

He already said he has an onboard video card. But do what stuff said, with Windows 7 I haven't even had to install any drivers for my last 2 computers, nor have people I know who went to win7.

Yeah, Windows 7 auto installs drivers, so there's no trouble with that. (I think Vista did it too, but Windows 7 probably does it better)
